An ‘Alaska hire’ credit?

The House is on a 45-minute break. Just before the break, Rep. Nancy Dahlstrom, R-Eagle River, offered an amendment that would provide companies a 20 percent tax credit for hiring Alaska residents.
The administration opposes the amendment because it would give companies a 60 percent credit for hiring Alaska residents to work on capital projects, which already qualify for a 40 percent credit.
Dahlstrom is discussing the amendment with Revenue Commissioner Patrick Galvin during the break and it will likely be changed or withdrawn when they reconvene.

The amendment was actually sponsored by Rep. Stoltze. It was written by Rep. Harris — who couldn’t sponsor an amendment from the Speaker’s podium.
The amendment was withdrawn due to concerns that offered too generous of a credit to oil companies — they could claim the Alaska hire credit on top of other credits allowed in the bill.
A new version of the amendment is being prepared (with help from the Dept. of Revenue) in case there is another opportunity to amend the bill in either the House or Senate. The new version will limit the Alaska hire credit for lease expenditures that do not otherwise enjoy an opportunity for credits. Hopefully Harris will have the chance to present the new version sometime tomorrow…or possibly in the Senate.
